Alderman Aldridge’s speed‑hump plan, amended to add Saint Louis Place, clears committee

Alderman Aldridge presented Board Bill 13 to the Public Infrastructure and Utilities Committee on July 8, asking the committee to adopt a committee substitute and an amendment to add traffic‑calming measures in the 14th Ward.

Alderman Aldridge said the amendment would add two locations in the Saint Louis Place neighborhood "around the Saint Louis Place Park, that would go, on North 21st Street and also Rauschenbach," and described the committee substitute as a placeholder reflecting a larger list of streets compiled with residents’ input. The chair said the committee would correct typographical errors and subsection numbering during engrossment before the bill moves forward.

Committee members raised only technical corrections: one member pointed out repeated references to "subsection 1" where the bill should list subsections 1–3, and another noted the text uses "speed bumps" rather than the intended term "speed humps." Alderman Aldridge said she would work with clerks to ensure the language is corrected during engrossment.

With no members of the public signed up to testify, the committee adopted Amendment 1 and voted to pass the committee substitute as amended with a "due pass" recommendation. The clerk recorded five "aye" votes in committee on the motion to advance the bill.

The bill will proceed to engrossment and then to the full board for further consideration. Committee members said they support a longer‑term approach to avoid bringing individual street‑by‑street bills to the committee in the future.
