Woodbine council approves agenda, holds executive session; mayor pro tem says no contract decisions were made

Mayor Pro Tem Louise Mitchell called the Woodbine City Council to order at 9:01 a.m. Sept. 16, 2024, at Woodbine City Hall. Councilors Rick Baird, C.C. Higginbotham and Phyllis Drummond, City Administrator Samantha Young and City Clerk Elaine Koch were present.
Councilor C.C. Higginbotham moved to approve the meeting agenda as presented; Councilor Phyllis Drummond seconded. "Motion was unanimously approved and so declared by Mayor Pro Tem Mitchell," the minutes state.
After approving the agenda, the council voted to enter executive session. Councilor Higginbotham moved to go into executive session; Councilor Drummond seconded, and Mayor Pro Tem Mitchell declared the motion unanimously approved. The executive session convened at 9:02 a.m.; the publicly available minutes do not record the substance of that closed session.
The council reconvened the regular meeting at 10:55 a.m. Mayor Pro Tem Louise Mitchell advised that during the executive session "no votes and no decisions were made regarding contracts." The meeting was adjourned at 10:56 a.m.
