Elkton approves annexation of Red Cloud Investments parcel on Belle Hill Road

At a public hearing on Feb. 4, 2026, the Mayor and Commissioners of the Town of Elkton voted to approve Annexation Resolution A4-2025, annexing Tax Map 027B, Parcel 1130 (Belle Hill Road) and recommending a C-3 Highway Interchange zoning classification consistent with Cecil County uses.
Director of Planning Jeanne Minner told the Board the proposed zoning is consistent with existing Cecil County uses and that the Planning Commission unanimously recommended approval. Mayor Alt invited public comment; no one spoke in person or by Zoom. Commissioner Charles H. Givens, Sr. moved to approve the annexation and Commissioner Earl M. Piner, Sr. seconded; the motion was approved by all present.
The public hearing was closed and the annexation recorded as approved in the meeting minutes. The Board did not discuss specific development proposals for the parcel during the public hearing; the Planning Department will retain materials related to the annexation for administrative processing.
