Smithville aldermen approve series of ordinances and funding agreements in unanimous votes

At the June 17 meeting the Smithville Board of Aldermen advanced and approved several ordinances and funding agreements affecting public health designation, sewer connections, transportation grants and a Community Improvement District funding agreement.
On second reading the Board unanimously approved Bill No. 3064‑25 (amending Section 105.080 regarding designation of County Health Officer) and Bill No. 3065‑25 (amending Section 700.030 regarding connections to public sewers). Both passed on roll call votes with all six aldermen voting aye.
The Board also approved first readings or authorizations to proceed for multiple items: Bill No. 3066‑25 (a funding agreement with Smithville Holdings LLC to establish a Community Improvement District), Bill No. 3067‑25 (a Transportation Alternatives Funds Program Agreement with the Missouri Highways and Transportation Commission for improvements to Maple Lane to encourage safer non‑motorized routes), Bill No. 3068‑25 (a Surface Transportation Block Grant agreement for wayfinding signage implementation), Bill No. 3069‑25 (authorizing Accessory Dwelling Units in zoning code, to proceed via conditional use permits initially) and Bill No. 3070‑25 (amendments to Chapter 600, Alcoholic Beverages). The votes on these measures were unanimous where recorded.
The Board also approved Resolution 1478, awarding the City banking services contract (Bid No. 25‑10) to Central Bank for a three‑year term beginning Oct. 1, 2025, with renewal options.
There was limited debate on these items. Alderman Hartman asked for clarification on ADU approvals, and Chief Lockridge clarified that picnic licenses referenced in the alcohol code amendments are consistent with state statute and are typically for nonprofit organizations hosting events. No items were tabled or failed during this segment of the meeting.
The Board later adjourned to executive session under Missouri law to discuss matters permitted in closed session.
