Staff recommended acceptance of the base bid and an alternate to use ductile‑iron pipe on parts of the route; including that alternate, staff said, would revise the contract to $3,000,005.83. Staff said a portion of the work would be paid from remaining ARPA funds and the balance from county bond proceeds.
Commissioners asked about the project’s progress and tie‑ins; staff said phases 2 and 4 are complete and testing was imminent. A commissioner moved to accept the low bid and include the alternate; the motion was seconded and approved by voice vote.
Why it matters: the award advances completion of a multi‑phase water/road project identified in the county’s ARPA plan. Staff said the county has remaining ARPA funds and bond capacity available to cover the revised contract amount.
