Bolton IWC issues jurisdictional ruling at Quarry Road, delegates septic review and elects officers

At its July 25 meeting the Bolton Inland Wetlands Commission found no regulated wetlands activity at Milton Hathaway's Quarry Road property, delegated a septic system application for 822 Hop River Road to the Wetlands Agent for administrative review, and elected Ross Lally chair and James Loersch vice-chair for FY20172018.
The Bolton Inland Wetlands Commission on July 25 issued a jurisdictional ruling finding no regulated wetlands activities at 40 Quarry Road, where Milton Hathaway had sought an extension of a prior wetlands determination needed for an extension of a Planning and Zoning permit.
Commissioners reviewed the earth excavation plans that were approved by the Planning and Zoning Commission in 2013 and determined no changes related to wetlands had occurred since the 2013 revision. The Commission voted that it had no jurisdiction over regulated activities at the Hathaway property and directed a letter be sent to the Planning and Zoning Commission communicating that determination.
The Commission also considered Application 2017-5, a request by Kelly Green and Mathew Sipala to construct part of a septic system in the upland review area at 822 Hop River Road. Kelly Green said the Hop River flows through the back of the property and that the Eastern Highlands Health District had approved the subsurface sewage disposal system plan. The Commission voted unanimously to delegate Application 2017-5 to Wetlands Agent Barbara Kelly for administrative handling.
In organizational business, commissioners elected Ross Lally as Chair for FY20172018 and James Loersch as Vice-Chair by unanimous votes. The Commission approved the June 27, 2017 meeting minutes as presented and heard a brief report from Wetlands Agent Barbara Kelly, who said she has been working on an application at 109 Brandy Street. Commissioners discussed an updated template for standard language for granting permits and agreed Ross Lally would send the most recent version to Agent Kelly.
