Bolton schedules public hearing on proposed dental office, wetland fill at 1100 Boston Turnpike

The Bolton Inland Wetlands Commission on July 25 scheduled a public hearing for Aug. 22 on two linked applications to alter wetlands and develop property at 1100 Boston Turnpike.
Dana Steele, P.E., of JR Russo and Associates, representing 1100 Boston Turnpike LLC and Christina Ilies, told commissioners the parcel is bisected by a tributary to Bolton Lake and contains a manmade wetland of about 4,176 square feet formed in a disturbed area. The applicants propose splitting the parcel to create a 2.28-acre building lot for a new dental office and to clear and regrade other portions of the property in preparation for future development.
As mitigation for filling the manmade wetland, the applicants propose a conservation easement preserving roughly 2.35 acres of upland mixed hardwoods that adjoins state property. Jim Aldridge, who said he is involved in the project, described the first step as cleaning up the site and restoring it to conditions before disturbance in the 1980s.
The Commission requested that the Town Engineer review the wetland evaluation and mitigation report and set an expert review fee of $1,000 to cover that review. Commissioners also agreed to walk the site independently before the August meeting; the developer will clear a small access path and notify Wetlands Agent Barbara Kelly when the path is ready.
The hearing was scheduled for Aug. 22, 2017, at 7:00 p.m. at Bolton Town Hall, 222 Bolton Center Road. The Commission discussed the public interest in holding a hearing on the proposed filling and repair work and voted unanimously to schedule the hearing. The filing materials included a wetlands and mitigation report dated July 24, 2017, which the Commission asked to have reviewed during the expert review process.
Next steps: the Town Engineerwill conduct the requested review, commission members will walk the property, and the Commission will hold the public hearing on Aug. 22 to receive public comment and consider evidence before acting on Applications 2017-3 and 2017-4.
