Applicant Frederick Davis told the commission he has stabilized the property and wants to place additional fill and stone to cover the new pipe. Wetlands Agent Alyssa Barroso said she does not regard the proposed fill as a substantial deviation from the applicant’s original plan and that the work appears stabilized.
Chair Ross Lally asked whether the change represented a substantive alteration to the permitted plan and the commission concluded it did not. James Loersch moved to approve the application; Diana DeNunzio seconded. Michael McDonnell abstained. The motion carried 3–0–1.
The commission recorded that the pipe will be enlarged from 24 inches to 30 inches and that the planned extra fill would not require lengthening the pipe. The approval delegates field oversight to the agent for ensuring stabilization and compliance with the approved work.
The approval was a final action on this item at the Oct. 22 meeting; no additional conditions or a separate hearing were recorded in the minutes.
