Bolton Inland Wetlands Commission seeks legal review before finalizing proposed regulation changes

The Bolton Inland Wetlands Commission reviewed draft amendments to the town’s Inland Wetlands Regulations at a special meeting on Oct. 15, 2024, but stopped short of adopting changes and asked staff to seek legal and statutory clarification first.
Member Michael McDonnell said he prepared proposed edits to Bolton’s regulations using South Windsor’s recently passed wetlands regulations as a template and that a set of clean-up edits remained before a final proposal could be presented. The commission requested McDonnell consult the Bolton town attorney and the board of selectmen and verify applicable statutes before further action.
Commission members also suggested the item be researched at the upcoming CACIWC annual meeting. McDonnell agreed to continue updating the draft, to investigate what other towns charge for wetlands-related fees, and to report back at the commission’s next regular meeting on Oct. 22, 2024.
There were no public comments recorded. The meeting was called to order by Chair Ross Lally at 6:31 p.m., and Alternate Member Diane DeNunzio moved to adjourn at 8:03 p.m.; Vice Chair James Loersch seconded and the motion passed unanimously, 5–0–0.
The commission did not take formal action to change the regulations at this meeting; next steps are completion of McDonnell’s revisions, legal and statutory review, and a follow-up report at the Oct. 22 meeting.
