Wetlands agent reports potential violations at multiple Bolton sites; commission plans site visits and enforcement steps

Wetlands Agent Alyssa Barroso told the Bolton Inland Wetlands Commission on April 28, 2026 that she will issue a violation for visible wood chips in the wetland at 142 Brandy Street and that she is investigating several other potential wetland disturbances.
Barroso reported potential violations at 11 Goodwin where cars were parked close to a stream, activities near a stream adjacent to the Valero gas station on Route 44, and work on the left side of the high school where several loads of fill had been brought in. "Wood chips in the wetland is clearly visible from the road and I will issue a violation," Barroso said. The commission suggested Barroso seek property-owner names for follow-up; Vice Chair Michael McDonnell said he would join a site visit.
On a separate enforcement matter, Barroso provided no update on an existing Cease and Correct for debris in wetlands at 37 Notch Road; commissioners agreed the commission should develop a strategy for that case and noted that Ross Lally had collected some names of potential helpers. Barroso also noted a generally high level of activity in the field during the reporting period.
The commission briefly discussed proposed updates to the town's wetlands regulations; Vice Chair McDonnell said he had no additional comments and would send a cover sheet with the changes to Barroso for processing. No formal regulatory changes were adopted at the meeting.
