Astoria approves waterline grant amendment and state cybersecurity and parks grants

City Manager Spence briefed the council on three funding items at the Nov. 18 meeting. For the 16th Street distribution waterline replacement, staff explained that the complex project — replacing an 18-inch line in a deep, 1895-era tunnel — increased estimated costs to roughly $3,677,247. Spence said the city would cover the gap with a combination of public-works funds (about $373,000) and roughly $514,000 in ARPA funds, and the council approved an amendment to the state grant agreement to acknowledge the new total so the city can proceed to contract for construction.
Spence also reported success in obtaining two Oregon Emergency Management cybersecurity awards: approximately $60,000 for multifactor authentication and about $85,000 for advanced endpoint protection, totaling $144,960. The council authorized the city manager to sign the grant agreements and approved a budget amendment to accept the funds.
Finally, the council approved a $50,000 grant from the Oregon Parks and Recreation Department toward a parks master-plan update (project total $84,000), with the city to match $34,000 in next fiscal-year budget. Council members thanked staff for securing grants and authorized the city manager to sign the agreement.
