Black Earth board approves event permits, ordinance changes and authorizes PSC electric-rate filing

The Village of Black Earth Board on July 2 approved a slate of routine agenda items including an authorization to file a Test Year 2025 electric rate case application with the Public Service Commission, approvals for community events and unanimous passage of two ordinance amendments.
On a motion by Mitch Hodson, seconded by Pam Louis-Reindl, the board authorized Ehlers to file the electric rate case application with the Public Service Commission; Brian Roemer and Ariana Schmidt were noted as available by Zoom to answer questions. The motion carried with all ayes.
The board approved citizen appointments to multiple village committees (Board of Appeals: Joe Winandy and Lili Crane; Plan Commission: Joe Winandy and Tom Marks; Economic Development: Tom Marks) following a motion by Jen Schuetz and seconded by Tyler Munson. The board also adopted amendments to ordinance 236-11 (Street Use) and 100-3 (Animal Refuse).
Event approvals included a street-closure permit for a car show on Webb Street (Mills to Center) submitted by Kris Evans of Black Earth Lanes for Saturday, July 19 with hours requested from 11:00 a.m. to 10:00 p.m., and approvals for Field Days on Aug. 8–9 that include street use, a fireworks display, permit for amplifying devices and a park reservation; fees were waived as a community event. A Temporary Class B retailer’s license for the Field Days was also approved. All event-related motions carried on unanimous votes.
The board approved a chicken-keeping application for 1435 Spring St. (Elliot and Faith Fahlen), and voted to change UTV hours of operation in village limits to allow a 5:00 a.m. start time. The board adopted an intergovernmental agreement to bill the Village of Mazomanie quarterly for police expenses, which the minutes state is feasible because staff can track and invoice these costs. The board also approved payment of invoices presented at the meeting.
In staff reports, Electrical Superintendent Kurt Meier said work on the village substation is expected to be finished by mid‑August. He reported initial numbers for converting Hwy. 14 to underground distribution lines of approximately $500,000–$700,000; the minutes note ATC is expected to reimburse those costs. Other committee and staff reports covered Vanguard, the Black Earth Fire District, wastewater commission equipment procurement, library board business and EMS hiring progress.
The board entered a closed session under WIS. STAT. 19.85(1)(e) for deliberations and negotiations regarding a parcel and presidential-authority matters; the board reconvened to open session at 8:01 p.m. and recorded no action from the closed-session discussion. The meeting adjourned at 8:02 p.m.; the next regular meeting is scheduled for Aug. 5, 2025 at 6:00 p.m.
