Black Earth board approves housing MOU, ordinance change, park and business grants and hires EMS chief

The Village of Black Earth Village Board adopted several routine but consequential measures at its Aug. 5 meeting, voting unanimously to approve a Dane County Housing Action Plan memorandum of understanding and scope of work, amend local ATV/UTV hours, award a sports‑turf contract for a softball infield, and approve a $2,000 sign/façade grant.
Board member Dylan Helmenstine presented the Dane County MOU and moved its approval; the motion passed unanimously. The board also approved an amendment to Section 227‑9.5 governing hours of operation for all‑terrain and utility vehicles, again by unanimous vote. Public Works Director Matt Kahl presented softball diamond renovation bids and the board awarded the contract to Ball Diamond Fine Sports Turf for an amount not to exceed $20,000.
The board approved an operator's license for Harold Carson for The Shack Bar and Grill and approved invoices presented at the meeting. The board also approved a $2,000 grant for Orphic Gardens submitted by Kristen Evans. The EMS Committee reported it had hired Cam Parman as a full‑time EMS chief, with a start date of Aug. 18; commissioners noted ambulance replacement planning for 2028 and budgeting considerations.
Committee and department reports included: Vanguard Commission updates (including officer elections and a staff leave), Electrical Superintendent Kurt Meier reporting substation work, library staff reporting incoming fiber for network equipment and an author fair scheduled for Nov. 7, and various public-works items (hydrant repair at Center St., paint for crosswalks, sealcoating the village office parking lot and plans to acquire a hydrant buddy tool). The board set its next meeting for Sept. 2, 2025 at 6:00 p.m. and adjourned at 8:18 p.m.
