The Village of Black Earth Village Board approved a conditional use permit Aug. 5 for a car window-tinting business at 1529 State St., doing business under applicant Libby Vang, with conditions taken from a Vierbicher review letter dated July 11, 2025.
Vierbicher planner Matthew Miller presented the application. Board member Jen Schuetz asked that the record specify the 12‑month abandonment clause; the board approved the CUP by unanimous vote. The conditions require the applicant to clarify whether proposed signage will be attached to the building façade and to submit proposed signage for Village staff and consultant review. The applicant must also clarify whether the estimated three–to‑six vehicles per day includes employee vehicles and must demonstrate sufficient parking for three employees plus customers.
The board further required that window-tinting work occur only inside the building and prohibited outdoor tinting on the property. Operating hours were set at 10:00 a.m. to 6:00 p.m. Monday through Friday, with Saturdays by appointment only. The CUP is limited to the identified parcel number and terminates if the operation is abandoned for 12 consecutive months or the property is sold or the business relationship with the property owner ceases; re‑establishment would require a new CUP. Final approval is subject to review by the Village Attorney and continued compliance with all Village Ordinances.
