Brodhead council approves WQT implementation contract for wastewater compliance

On Jan. 20 the Brodhead Common Council approved implementation of water-quality trading (WQT) contracts for the city's wastewater treatment facility for the 2025–2026 period.
Joe DeYoung of MSA explained that WQT work is intended to help the city meet Wisconsin Department of Natural Resources phosphorus requirements. He described technical measures and contingencies, including the option of taking water from a creek outside of town to balance phosphorus concentrations in some situations. DeYoung said Brodhead's WQT project has been recognized by MSA as an unusually strong effort; he noted it has been designated a top project in Wisconsin.
Council discussed the term of the contract (an annual arrangement) and cost considerations. Alder Burkhalter asked whether the city should plan for multi-million-dollar expenses in the future; DeYoung cautioned that DNR rules and requirements evolve and that long-term planning is necessary but uncertain. Council approved a motion to implement the WQT contract for the 2025–2026 period.
