Black Earth board approves Little Pines bilingual daycare conditional use with conditions

The Village of Black Earth Village Board unanimously approved a conditional use permit Aug. 5 for Little Pines Bilingual Child Care Center at 1705 Center St., subject to conditions drawn from a Vierbicher review letter dated July 11, 2025.
Vierbicher planner Matthew Miller presented the application on behalf of applicant Jacqueline Moreno. Board member Dylan Helmenstine moved to approve the permit; the motion was seconded and carried with all ayes. The board’s approval imposes multiple requirements before and after opening, including that the applicant provide an electronic copy of the state group child-care license to the Village and building inspector Tracy Johnson, and provide written proof that planned improvements meet applicable state and village requirements.
The board also required that final signage locations and dimensions be submitted to Village staff and consultants for review and approval before any building permit is issued, and that the applicant submit a traffic control plan showing anticipated traffic volumes, parking-lot flow and designated drop-off sites. The resolution specifically prohibits child drop-off on Madison Street. Operating hours were set at 6:30 a.m. to 5:00 p.m. Monday through Friday, and the number of children served is limited at all times to the capacity listed on the group child-care license issued by the State of Wisconsin.
Two nearby residents, Charleen Coyle (1626 East St.) and Debra Barsness (1803 East St.), raised questions during the public hearing about whether the daycare and the church would remain tax-exempt and whether traffic patterns would change during daycare hours. The board’s required traffic control plan and the ban on Madison Street drop-offs were adopted to address the traffic concern; the record notes required follow-up documentation for tax/permit clarifications.
The permit contains standard termination clauses: if the daycare operation is abandoned for 12 consecutive months the CUP is terminated, and the CUP expires if the property is sold or the relationship between the church and the daycare ceases; re-establishment would require a new CUP. The board also made final approval contingent on review by the Village Attorney. The applicant must obtain the state license and applicable permits and provide the documentation to Village staff before regular operations begin.
