Buffalo City council approves fence setback rules, plumbing work and cemetery plot transfer

The Buffalo City Common Council on Aug. 11 approved several routine administrative measures and discussed maintenance and park projects.
The council discussed a proposed 3-foot setback for fences and reached consensus not to require a flat 3-foot setback. Council then approved a motion (Fuller, second Czaplewski) to amend the fence zoning ordinance to establish new setback requirements that vary based on fence composition.
Councilmember George Fuller reported that the former PYAA president will help fund a new shed at the ballpark and improvements to the batting-cage area; Fuller asked City Superintendent Eric Mann to work with the group and to address concession-stand issues. Mann said crews have mowed neglected properties and sprayed weeds at the ball fields and that the park bathroom project will begin this week.
The council reviewed two plumbing quotes for bathroom repairs and approved a $1,925 quote from Scenic Bluff Plumbing, with city crews handling much of the excavation and ancillary work (motion Beseler, second Czaplewski). Fuller also noted that several community groups, including C-FC FFA, C-FC Golf and the VFW, reported profits from the Fourth of July celebration.
On cemetery business the clerk presented a request to transfer cemetery plot E58 S 1&2 1-2 from Baumann to Beseler; the council approved the transfer by motion (Czaplewski, second Fuller). The clerk said CD renewal decisions and Foelsch land lease bid advertising are scheduled for next month.
Other routine items: a riverfront spot check found that property owners who had received letters corrected issues; the BBCM board will review disposal pricing after concerns about residents piling junk on properties; and council discussed a slightly higher seal-coating quote for streets but noted the street budget can absorb the cost during budget planning. Mayor Holien instructed Superintendent Mann to trim two trees that obstruct roadway sightlines.
Council approved payment of bills (Fuller, second Czaplewski) and adjourned the meeting later in the agenda.
