Estill council restricts employee overtime, authorizes Safebuilt talks and appoints planning and zoning board

The Town of Estill Council on May 20 voted unanimously to change an employee overtime policy, authorized the interim town administrator to move forward on contractual matters with Safebuilt Carolinas LLC, and appointed five members and an alternate to the town Planning and Zoning Board.
Mayor C. Bowers III presided over the special called meeting, which began at 5:05 p.m. and included Mayor Pro Tem Tammy Solomon, Councilwoman Synetria McQuire, Councilmen James W. Williams and Joe N. Hadwin Jr., Interim Town Administrator Caryn Miller and Clerk Treasurer Edna O'Banner.
The council voted 5-0 to cease overtime hours for "Employee A" immediately. Under the approved procedure, any overtime already accrued must be taken as compensatory time within two weeks of when the overtime was earned and requires approval from the Town Administrator. Councilman James W. Williams moved the policy change, and Councilman Joe N. Hadwin Jr. seconded the motion.
The council also took no final action on the Town Administrator search during the meeting. The record shows the council interviewed candidates during an executive session: Candidate A withdrew, Candidate B interviewed in person, Candidate C participated by Zoom, and Candidate D's interview was rescheduled because of technical issues. Clerk Treasurer Edna O'Banner was asked to reschedule Candidate D's interview.
On contractual matters, the council voted 5-0 to allow Interim Town Administrator Caryn Miller to "move forward with Safebuilt Carolinas LLC" with legal authority delegated to the town attorney to manage contract details. The motion to authorize negotiations was offered by Councilwoman Synetria McQuire and seconded by Councilman Joe N. Hadwin Jr.
The council appointed Luther Bellinger Sr., Megan Bostick, Johnny Hopkins, Chandra Brooks and Marsha Robinson to the Town of Estill Planning and Zoning Board and named Shirley Johnson as an alternate. Councilwoman Synetria McQuire moved the appointments and Councilman James W. Williams seconded; the vote was 5-0.
The council approved an amended agenda at the start of the meeting to add Safebuilt Carolinas LLC, Candidate D and the appointment of the zoning board; that amendment passed 5-0 after a motion by Councilwoman Synetria McQuire and a second by Councilman Joe N. Hadwin Jr.
The meeting included a motion to enter executive session for personnel matters and administrator interviews (moved by Councilman James W. Williams, seconded by Mayor Pro Tem Tammy Solomon), and the council later voted 5-0 to return to regular session (motion by Councilman Joe N. Hadwin Jr., seconded by Councilman James W. Williams). The special called meeting adjourned at 8:50 p.m.
