Estill council hears presentation on brown water, tracks affected homes and encourages pipe replacements

On June 18, 2025, the Town of Estill Council heard from Christie Weidenhof of EA Services about recurring brown discoloration in the town's drinking water and steps to locate and address affected service lines.
Weidenhof told the council the discoloration comes from iron in the groundwater and said it "will not harm you." She recommended a stain-removal product she called "Red Be Gone" to remove brown staining and asked town staff to share a spreadsheet of reported addresses so EA Services can track concentrations and focus repairs on specific lines. "If there are any issues with brown water let her know or contact Mr. Hamilton," Weidenhof said.
Councilman James Williams asked whether the treatment or the product would harm clothing. Weidenhof replied that it does not affect clothing. Mr. Hamilton (identified in the record by last name only) said the town offered a pipe-replacement service to residents in the Southwest Quadrant to swap old galvanized services for new lines; that option required completing a survey and "as of now only sixty-one customers completed and turn in their survey," he said.
Clerk Treasurer Edna O'Banner said the Town's Annual Drinking Water Quality Report is available at town hall and will run in the local newspaper for two weeks. Weidenhof reiterated that the report is published and available to residents.
No ordinances were adopted during the presentation. The council did not take a formal vote on any water-fee changes at this meeting; the agenda had been amended to include Ordinance 05-2025 (Water & Wastewater Fees) and Ordinance 06-2025 (New Refuse Rates & Fees), but discussion at this hearing consisted of the EA Services presentation and related operational updates. The council approved the amended public hearing agenda earlier in the meeting and adjourned at 6:00 p.m.
