City awards contract to Maguire Iron for South Water Tower repainting

The Goodland City Commission voted July 13 to award a contract to Maguire Iron to perform interior and exterior painting of the South Water Tower, the tank adjacent to I‑70 near the ball fields. Staff provided two bids: Maguire Iron (abrasive surface preparation, pressure wash and coating, installation of a new overflow flapper valve) and Viking Industrial Painting (less aggressive surface prep).
Neil Thornburg, the water and sewer superintendent, told the commission both bids were similar but that Maguire’s abrasive prep would ensure better coating adhesion and likely extend the effective life of the coating. Thornburg and staff said the tower has not been painted since it was built about 26 years ago and that interior work is important for drinking-water quality while exterior coating protects structural thickness. Maguire’s process and the better prep led staff to recommend Maguire despite a higher bid; staff indicated existing reserves and an annual infrastructure fund could cover the work.
Commissioners discussed warranty terms (staff noted a two‑year warranty in the packet) and project timing. Thornburg estimated the work would take roughly 3–4 weeks of tower downtime and recommended scheduling outside high-demand periods so the system can meet seasonal demands. The commission approved the contract by voice vote.
Next steps: staff will finalize the contract with Maguire Iron, schedule the work for a fall window to limit service disruption and report back on the start date and expected downtime.
