Board amends HIB finding, approves safety agreements and district goals for 2025–26

The Franklin Borough Board of Education on Aug. 11 amended a previously approved Harassment, Intimidation, and Bullying (HIB) finding and approved several safety and planning documents for the 2025–26 school year.
Under the Education Committee report, the Board amended the finding for HIB Case Number HIB 24-25-04 to "Substantiated." Christopher Patterson recused himself on that item. The Board also approved the Uniform State Memorandum of Agreement between Education and Law Enforcement Officials and an Emergency Evacuation Use Agreement with Sussex County Community College, and authorized submission of the Student Safety Data System report.
The Board approved the district’s 2025–26 goals and the Remote/Virtual Instructional Plan, and gave first reading approval to several curriculum- and enrollment-related policies, including P2422 (Statutory Curricular Requirements), P5117 (Interdistrict Public Choice), P5111 (Eligibility of Resident/Nonresident Students) and P5339.01 (Student Sun Protection).
Education Committee Chair Stephen Koger presented the items. The minutes record the vote as Yes — 7, Abstain — 0, No — 0, with one recusal (Mr. Patterson) on the HIB amendment.
Next steps: attachments noted in the minutes contain the MOA and policy texts; the Board recorded its first-reading approvals and will schedule subsequent readings or adoption votes as required by policy.
