The Fairmont Heights council on Dec. 10 approved a reallocation of ARPA funds after Treasurer Susan Walker outlined the town's available balance and recommended contingent purchases.
Walker reported roughly $268,000 was available in ARPA funds and urged the council to approve a list of purchases contingent on contracts being signed by the end of the month. The proposed purchases included two vehicles for public safety and equipment for public works (a Bobcat and pothole equipment). "If those contracts are not signed, then that full amount will be used for salary," Walker said, describing a fallback distribution to personnel costs.
Council then placed a motion on the floor to reallocate ARPA funds to the equipment and salaries as Walker described; the motion passed by voice vote. Council discussion clarified that if equipment contracts are secured the remaining portion of the ARPA balance would be available for salaries; otherwise the full ARPA allocation would move to personnel and public works items.
The council asked staff to proceed with encumbrances where feasible before the month‑end deadline and to return with contracted amounts and implementation details. The mayor and council also discussed publication of the ARPA plan and the need for contract signatures to secure purchases before fiscal deadlines.
