Franklin Lakes board rejects HVAC bids for district-wide upgrades, directs redesign

The Franklin Lakes Board of Education voted on June 17 to reject all bids received for HVAC upgrades at multiple district schools after learning the lowest bid substantially exceeded the project cost estimates.
Under Resolution No. 1750 the board cited the architect’s recommendation to revise plans and specifications to reduce estimated costs and directed the Business Administrator to readvertise the project. The rejection was taken pursuant to N.J.S.A. 18A:18A-22 because the lowest bid substantially exceeded cost estimates for the project.
The resolution covers HVAC work at Franklin Avenue Middle School, Colonial Road School, High Mountain Road School and Woodside Avenue School; no contract awards were made and the board did not set a new timetable for readvertising during the public session.
The board’s action obligates the architect to prepare revised specifications intended to lower cost estimates and gives the Business Administrator authority to solicit new bids once revisions are complete.
