Planning commission recommends amended Burkitt Manor land‑development plan with permit conditions

The South Strabane Township Planning Commission voted to recommend final approval of an amended land‑development plan for Burkitt Manor (Burkett Manor Plan No. 2) after the applicant and township reviewers said outstanding technical comments were addressed.
Jonathan Gocheski, project manager with Gateway Engineers, representing PA Finance (S9), told the commission the team resubmitted revised plans after addressing two minor outstanding items: a crosswalk detail at the Black Oak–Redbud intersection and a storm‑sewer conflict. Gocheski said the grading permit application is complete and will be submitted to the township once supervisors approve the plan.
TJ (S3), the township reviewer, said his office sent a second review letter on June 23 and that the applicant and their engineer had responded; TJ recommended the commission reapprove the amendment with the condition that the developer obtain the incidental mining/grading permit and any required outside agency approvals before work begins in phase two.
Commissioners asked technical questions about storm‑sewer elevations and grading changes. TJ said the resubmission adjusted inlet slopes and sanitary sewer depths and that those changes triggered the need for reapproval under the township's rules.
Planning Commission member (S7) moved to recommend final approval of the amended plan and the PRD from PA Finance LLC; the motion was seconded and the commission voted to carry the recommendation. No member opposed.
The commission's recommendation will be forwarded to the township supervisors, who will consider final action at their public meeting. The commission required the applicant obtain the incidental mining/grading permit and any outstanding third‑party approvals before construction proceeds on the second phase.
