Park County clears Badger music festival permit with conditions and approves Hartsel wedding‑venue conditional use permit

The Park County Board of Commissioners on June 23 approved two land‑use items after presentations and staff recommendations.

For Case A26-0026, the board approved an outdoor event permit for the Badger Music & Arts Festival, presented by Robert Grosso. Approval was conditioned on standard event requirements and specific operational items: a certificate of insurance for the event, separate certificates of insurance for any fire performers, signed contracts for event security, sanitation, trash removal, a mobile medical clinic and a water provider, vendor information and food vendor licenses, mowing of grass where vehicles will drive, allowance of three nights of camping, quiet hours from 2 a.m. to 10 a.m., and assessing mitigation if half an inch of rain falls. Commissioner Wissel moved to approve the permit with the listed staff recommendations; the motion carried 3-0.

The board also approved PZ 2026-0080, a conditional use permit requested by Brian and Tyrene Cook to operate a wedding‑venue business on an approximately 886‑acre parcel at 1288 and 1290 Ranch Rd in Hartsel (zoned agricultural). Shelly Yarbrough and Brian Cook presented for the applicants; supporters on the record included Margaret Purnell, Greg Johnson and Robert Grosso. Commissioner Gemmer moved to approve the conditional use permit; the motion carried 3-0. The transcript records no opponents during the hearing.

Following these hearings, the board closed public comments and later entered an executive session under C.R.S. § 24-6-402(4)(e) for negotiation strategy. The meeting adjourned at 4:08 p.m.
