The Emmitsburg Board of Commissioners unanimously approved a $337,540 contract on April 7 to replace aging sewer service laterals and install sewer cleanouts along DePaul Street.
Town staff described the work as timely because the waterline contractor had already opened the road and crews discovered that many residential laterals are old and lacked cleanouts. "The lateral lines on DePaul Street are extremely old, and the road is torn up now as it is anyway. So the time is right for us to go ahead and replace 44 sanitary sewer service lines," Town Manager Miss Willets said.
The single responsive bid — awarded to Hansberry Brothers (the contractor already working on DePaul Street) — covers replacement of laterals from the main to property lines, installation of cleanouts, clean‑up and hauling of debris. Staff and the town's public‑works director recommended the work; the town engineer reviewed pricing and found it reasonable given the contractor’s on‑site presence.
Commissioners confirmed the town has funds in the sewer fund to pay for the project and approved the motion 5–0. The contract will reduce infiltration and inflow (I&I) to the wastewater plant and improve access for future maintenance; commissioners noted property‑owner communication will be required before on‑site work begins.
Next procedural steps: staff will finalize the contract documents and notify property owners of timing and cleanout locations at the property line prior to construction.
