Davis County certifies primary results; clerk reports 827 ballots not counted and 41.24% turnout

The Davis County Board of Commissioners, sitting as the Board of Canvas on July 7, certified results from the recent primary election after the county clerk presented pre-election testing, reconciliation and a post-election audit.
County Clerk Brian McKenzie told commissioners that 827 ballots were not counted: 816 were mail ballots returned after the deadline and 11 were provisional ballots. McKenzie described the county’s process for contacting voters whose ballots could be resolved and noted that most rejected mail ballots were returned after the statutory deadline. "Any ballots that were rejected for a reason that could be resolved by the voter were contacted by telephone, email or letter and provided up to nearly two weeks after the election to resolve those issues," McKenzie said.
McKenzie said a scheduled pre-election test was conducted on May 29 and that reconciliation and hand-count audit steps were completed in accordance with audit rules; the post-election audit concluded July 1. The clerk reported 111,056 eligible voters and a participation rate of 41.24%, slightly higher than a comparable 2022 primary election.
McKenzie also read selected vote totals for multiple races and said detailed electronic reports — including the statement of votes cast and the cast vote record report — would be posted to the county website once certification was complete. Commissioners moved and voted to approve the certification documents.
The transcript shows the commission approved certification and directed that the reports be posted; the public record provided vote totals for many races but the meeting did not include a full readout of every precinct in the spoken record.
