City planning staff (Ward) presented the Putnam County growth plan 2026 update and Cookeville’s accompanying urban growth boundary exhibit, explaining the amendment will add roughly 4,342 acres to Cookeville’s UGB and raise the city’s total UGB area to about 13,905 acres. Ward told the council the county’s growth committee approved the update in May 2026 and no mediation among local governments was required.
Ward said the resolution before council would formally ratify the updated plan and authorize the Putnam County mayor to submit the documents to the state Local Government Planning Advisory Committee and the Tennessee Department of Economic and Community Development for final approval. "This amendment adds approximately 4,342 acres to the city's UGB, bringing our total urban growth boundary area to approximately 13,905 acres," Ward said.
Council discussion was brief; staff answered questions about the map exhibits and timing, and the council approved the resolution by a unanimous 5–0 vote. Staff said the change reflects prior public hearings and county‑level review required by state law and that the next administrative step is submission to the state advisory committee for final sign-off.
What happens next: ratification authorizes county submission to the state review body; the state advisory committee’s approval will finalize the change. The council’s vote completes the local step required in the process.
