Jessica Caldwell, Green Township's board planner, briefed the Land Use Board on the Affordable Housing Fair Share Plan at the April 10 meeting, recommending a technical review committee (TRC) to examine a draft and then a public hearing and adoption at the board's June 12 meeting.
Caldwell said the Department of Community Affairs (DCA) originally assigned Green Township an obligation of 249 units but that an alternate figure of 91 units was proposed after the removal of Tranquil Valley's package treatment plant from the calculations. She explained the township can seek a Durational Adjustment because the township currently lacks sewer and water, which would shift the obligation until such infrastructure is available.
As ways to show compliance or the township's effort to address the obligation, Caldwell listed potential mechanisms including a set-aside ordinance requiring developers to include a percentage of affordable units in new projects, use of Habitat for Humanity homes, accessory apartments and group homes. She said the draft plan must be submitted by June 30 for review by state program planners and the Fair Share Housing Center, which have until Aug. 31 to review; if objections arise the town has until Dec. 31 to resolve them, and until March 15 to provide all compliance mechanisms.
Board member Sharon Mullen asked whether a proposed solar farm at the airport was still under consideration; Jim DeYoung said that project has been put on hold because of regulations. The board did not take a formal vote on the Fair Share Plan at this meeting; a TRC will be scheduled to prepare the draft for the June agenda.
