Green Township Committee approves cooperative purchasing, park grant news and energy addendum

The Green Township Committee on April 7 approved several routine municipal actions and heard updates about park projects and utilities. Mayor Virginia “Ginnie” Raffay presided over the meeting held after the township’s Student Government Day activities. The committee approved participation in the Union County Cooperative Pricing Agreement to allow the Department of Public Works to purchase materials such as salt or gravel at cooperative prices; the motion was made by James DeYoung and seconded by Michael Rose and passed by unanimous roll call.
Township Clerk Mark Zschack noted a Department of Community Affairs recreation improvement grant award: Green Township applied for $100,000 to reconstruct and expand the walking path at EverGreen Park and was awarded $81,000. When resident Josephine Fracasso asked whether the grant would cover blacktop on the walking path, Zschack confirmed the planned improvements include new blacktop.
On the consent and routine items, the committee approved a $75 refund for an EverGreen Park pavilion rental, accepted the bills list for March 13–April 2 (the schedule in the minutes shows a clearing-account total of $58,043.35), and authorized appraisal services not to exceed $3,000 for two township lots (Block 76, Lot 5 and Block 107, Lot 6). Margaret “Peg” Phillips moved approval of the bills list; the motion passed on a roll call vote.
The committee also approved an addendum related to energy supply services with IDT Energy that adjusts program rates effective June 1, 2025. According to the resolution language, the adjusted rates are $0.1394 per kilowatt-hour for the Standard Program Option (meeting renewable portfolio standards) and $0.1494 per kilowatt-hour for the Green Program Option (100% renewable energy). The resolution states the adjusted prices are below Jersey Central Power & Light’s price‑to‑compare on the effective date. A separate contract addendum with the SWAEC program also passed; that vote recorded one dissenting vote from Committeeperson Bader Qarmout.
Public‑works items reported to the committee indicated the Wesley Baseball Field rehabilitation is about 95% complete with infield resurfacing, new clay and drainage upgrades. Despite the recent drought note by Mayor Raffay, athletic fields at EverGreen Park and Wesley Field were closed for the week because of saturated conditions and will be re-evaluated. The superintendent’s written report also listed recent street‑sweeping locations, installation of three dog‑waste containers at trail entry points and planned April infrastructure work including tree elevation/removal, basin repairs and Belgium‑block curb repairs. The clerk said a fence will be installed along the old municipal building to secure the County Connector Trail entrance.
The committee entered executive session at 8:09 p.m. under Resolution ES2025‑06 to discuss pending and potential litigation, including a matter listed as “Wolosky,” and returned to open session at 8:27 p.m.; the minutes report no further public action taken in open session. The meeting adjourned at 8:27 p.m.; the next Township Committee meeting is scheduled for April 21, 2025, at 7:00 p.m.
