The Green Township Committee unanimously adopted Ordinance 2025-04 on May 5 authorizing $301,236 for improvements to Yellow Frame Road. Funding sources are $20,000 from the township’s capital improvement fund, $100,000 from the General Capital Reserve for road improvements, and $181,236 from the New Jersey Department of Transportation’s Fiscal Year 2025 Municipal Aid Program.
At the public hearing, resident Josephine Fracasso said she believed work had been completed on Yellow Frame Road last year. Mayor Virginia "Ginnie" Raffay responded that the project had been discussed but not completed; the Township Clerk added that some drainage work was performed last year but full road improvements remain outstanding. Following that exchange, Phillips moved to close the public hearing and adopt the ordinance; the Committee voted unanimously.
Why it matters: The ordinance commits a combination of township and state funding to a specific road improvement project. The NJDOT municipal aid portion covers a majority of the appropriation, reducing the township’s net outlay but requiring the township to comply with any applicable NJDOT requirements related to Municipal Aid projects.
What’s next: With the ordinance adopted, any required design, bidding, permitting and construction scheduling will follow; the Committee did not provide a construction timetable at the May 5 meeting.
