Green Township OKs $80,000 for Lake Tranquility drainage engineering, awards study to Princeton Hydro

The Green Township Committee on May 5 adopted a capital ordinance to provide $80,000 from the township’s General Capital Reserve to finance preliminary engineering for drainage improvements at Lake Tranquility and separately authorized a $58,100 contract with Princeton Hydro, LLC to conduct a drainage study.
The ordinance, introduced in April and finalized after a public hearing at the May 5 meeting, funds preliminary engineering work intended to identify and scope improvements to the lake’s drainage system. Mayor Virginia “Ginnie” Raffay opened the hearing and, with no public comment offered, the Committee voted in favor of the appropriation. Margaret “Peg” Phillips moved to adopt the ordinance; the roll-call vote was unanimous.
In a related action, the Committee voted to award RFP #25-01 to Princeton Hydro, LLC. The Township Clerk and the purchasing agent reviewed six proposals submitted by professional engineers and recommended Princeton Hydro’s February 2025 proposal. The resolution authorizes the Mayor and Township Clerk/Administrator to execute a contract with Princeton Hydro in the amount of $58,100. The Chief Financial Officer certified that funds are available.
Phillips said the award clarified the status of the township’s procurement process — she had previously asked how the RFP review was progressing. No members voted against the award.
Why it matters: Lake Tranquility is a local waterbody where inadequate drainage has prompted the township to fund preliminary engineering to determine required improvements. The study is the next procedural step before design and construction decisions and will produce recommendations that may require additional funding or permits.
What’s next: Princeton Hydro will begin the study under the terms of the approved proposal; the Committee did not set a public timeline for deliverables at the May 5 meeting. The Committee’s next regular meeting is scheduled for May 19, 2025, when follow-ups may appear on the agenda.
