Dana Point council receives development-improvement plan roadmap to speed permitting

City staff presented the Development Improvement Plan (DIP) roadmap on July 7, a four-phase workplan intended to improve the permitting experience for building, planning and engineering across Dana Point.
The staff presentation described Phase 1 work (counter manual, new procedures and initial hires), Phase 2 implementation steps beginning in summer (new full-time permit staff and training), Phase 3 measurement and optimization and Phase 4 reporting back to the council after a year. Staff said the plan is a working document with appendices that include a 10-step permit workflow, an over-the-counter quick-reference sheet and a counter-operations manual.
Councilmembers praised staff for the plan and stressed the importance of clearer submittal requirements and better linkage between review comments and the code. A staff speaker provided a building-permit valuation figure for JulyDecember 2025 of $93,399,163 to illustrate the volume of construction that flows through city permitting.
The plan was received as a working document; the council did not adopt policy changes at the meeting and directed staff to return with data and updates as the phases proceed.
