Council extends residential-care moratorium and adopts data-center moratorium

Winthrop's Town Council on Tuesday extended a moratorium on specified residential-care facilities and adopted a separate moratorium on data-center development as the town seeks time to draft clearer zoning language and standards.
Council members debated whether the residential moratorium's existing draft verbiage was overly broad and risked unintentionally excluding small group homes or discriminating against people with disabilities. Councilmember Andy (speaker 2) argued the ordinance could be read to bar small homes serving people under 65 and warned the language needed careful refinement.
Council ultimately approved a 180-day extension of the moratorium with an explicit carve-out for senior-living facilities that exclusively serve people aged 65 and older. The planning board was asked to propose detailed definitions, enrollment/capacity thresholds, licensing and operations standards, lighting, parking, emergency-access considerations and how facilities would fit with the comprehensive plan.
Separately, the council adopted a data-center moratorium, citing ongoing regional and state-level work to create model regulations and the need to understand energy, water and environmental impacts before permitting large-scale data centers locally. Council members asked staff and the planning board to draw on a regional template being developed by the county/regional planning commission.
Both moratoria passed the council with recorded opposition on some votes; the planning board and staff will draft recommended ordinance language and definitions for council review before the moratoriums lapse.
