Rolla City Board of Adjustment approves variance for 602 N Olive Street

The Rolla City Board of Adjustment on Dec. 11, 2025 approved a variance to reduce the minimum side-yard setback at 602 N Olive Street, a property in the R-4 Urban Multi-family Residential district. The board voted unanimously to approve application ZV25-05 after hearing a staff report and brief comments from the applicant.
City Planner Tom Coots presented the staff report on the variance, explaining how the request relates to Section 42.215(3)(e) of the Rolla City Code and the R-4 district standards. Applicant Nick Cahill, who confirmed he had been sworn, told the board that the staff report covered the proposal and he had no additional information to add.
During deliberations Chairperson Matt Crowell asked whether the parking area could be located at the front of the building rather than the rear. Coots replied that the Urban Residential character typically locates parking at the rear for aesthetic reasons. The board then reviewed the required seven variance criteria and determined each criterion had been met.
Jonathan Hines moved to approve the application and Lance Thurman seconded. A roll-call vote recorded ayes from Crowell, Thurman, Rohter, Meusch and Hines; there were no nays and one vacant seat. The motion carried.

In other business the board approved prior meeting minutes for Oct. 23 and Nov. 20, 2025 (motion by Jonathan Hines; second by John Meusch; passed unanimously) and elected Lance Thurman as vice-chair (motion by Jonathan Hines; second by John Meusch; passed unanimously). Chair Crowell adjourned the meeting at 5:53 P.M. The board set its next meeting for Jan. 22, 2026.
