Rolla City Council adopts McCutcheon development agreement, approves lease with Phelps Health and other actions

The Rolla City Council on Jan. 20 adopted a development agreement with RLD Properties LLC for the McCutcheon Acres subdivision and approved a series of resolutions and motions affecting the city’s facilities and services.
Ordinance 4893, authorizing the mayor to execute a voluntary development agreement for an extension of 18th Street between Forum Drive and McCutcheon Drive, was read for its final reading by City Counselor James Klahr and approved on a roll call vote. The minutes record ayes from Micheal Dickens, August Rolufs, David Shelby, Kevin Greven, Tom McNeven, Andrew Behrendt, Tina Balch, William Hahn, Steve Jackson, Nathan Chirban and Aaron Pace; there were no nays.
Resolution 2081, authorizing a lease agreement with Phelps Health for space within the Centre, was read by Klahr and approved by voice vote after a motion by August Rolufs and second by Aaron Pace. The minutes record the voice vote as 10 ayes and 1 nay (Councilman Nathan Chirban).
The council also approved Resolution 2082, a temporary sewer agreement authorizing Rolla to provide sewer treatment to the City of Doolittle; the minutes record the motion, made by Steve Jackson and seconded by Aaron Pace, passing unanimously by voice vote.
Police Chief Sean Fagan requested approval to purchase four mobile fingerprint scanners through the Missouri Blue Shield grant. A motion by Aaron Pace, seconded by Tina Balch, to approve a sole-source purchase passed unanimously by voice vote.
Discussion of a proposed ordinance pertaining to false-alarm responses revealed errors in code citations and language regarding schools and the university. Councilman William Hahn moved, seconded by David Shelby, to table the ordinance until the next council meeting; the motion passed unanimously by voice vote.
Several procedural actions also occurred: the council met in closed session at 5:30 p.m. under RSMo 610.021 (legal and sale/lease of property) after a motion by Mayor Pro-Tempore Kevin Greven and returned to open session at 6:25 p.m. with no final actions reported.
What’s next: The false-alarm ordinance will return for further revision at a future meeting. Ordinance 4893 is adopted and the city will proceed with the McCutcheon Acres development agreement as authorized.
