Council approves sewer contract, ratifies water‑meter spending and OKs mobile command vehicle purchase

York County Council on June 15 approved several infrastructure and procurement items: a $5,880,543 contract award for the Stockbridge Trunk sanitary sewer (bid 3035), ratified a $267,874 purchase of water meter installations from Fortiline Inc. and authorized purchase of a new 40‑foot custom mobile command vehicle at a not‑to‑exceed price of $1,400,000.

Utilities staff said the Stockbridge Trunk project is the final gravity phase of a multiyear effort to replace force mains and lift stations; roughly $4+ million of the $5.88 million cost is budgeted in FY27 with about $1.4 million in a following fiscal year. “This project actually is a final phase of a multi‑phase project…and it's been almost nine years,” the utilities director said, noting the work will take some pump stations off the grid and is part of a broader CIP and rate‑setting discussion.

Manager Josh Edwards explained the Fortiline meter payment is a ratification of invoices for work completed in a prior year that had not been paid. Council voted unanimously to ratify that payment.

The emergency management director described why the county is moving from an older federally‑surplus command unit to a new turnkey vehicle built to county specifications. Staff said the county’s emergency management function covers unincorporated and municipal areas and the vehicle will be a county resource available to municipalities as needed. Council approved the purchase; some members urged staff to pursue shared funding and grant opportunities before spending general‑fund dollars.

Votes: the sewer construction award and the water meter ratification passed unanimously; the mobile command vehicle procurement also was approved by the council.
