Committee advances bill giving DMVA rulemaking authority over Keystone State Challenge Academy

The Veterans Affairs & Emergency Preparedness committee advanced House Bill 2500 to the House floor after Representative Kerwin described the measure as a way to give the Department of Military and Veterans Affairs flexibility to administer the Keystone State Challenge Academy.
"This legislation will continue to help them in their vital mission," Representative Kerwin said, noting the program at Fort Indiantown Gap serves at-risk youth through leadership and discipline. Kerwin said the bill allows the DMVA to develop rules and regulations related to operation, administration and audits of the program.
Committee members including Chairman Gillan and Representative Banta praised the academy as a "jewel" of the Commonwealth and encouraged colleagues to visit the Fort Indiantown Gap facility to see the program in action. Representative Banta said he hopes to expand program access into his district's Mellon Wellness Center.
Representative Kerwin asked for a unanimous committee recommendation; no negative votes were recorded and the committee moved the bill to the floor for further consideration.
What happens next: HB 2500 will be scheduled for House-floor consideration; supporters said they will continue to work with the administration and stakeholders to implement the bill's provisions.
