Lincoln Property Company representatives appeared at the July 7 New Albany City Council meeting to present a proposed multi‑building industrial campus on a roughly 106‑acre assemblage recently annexed into the city.
Dan Reedy (developer representative) told council the two‑phase proposal envisions about 1,200,000 square feet of building area across multiple buildings, with first‑phase delivery targeted in late 2027. He estimated total private investment across phases at approximately $160 million and projected 600 to 1,200 employees when fully built out. Councilors asked about timing, traffic and public‑infrastructure impacts. Staff said a city‑sponsored traffic analysis has been scoped and is underway.
City staff and the city attorney also explained they were handling portions of the developer’s submission as confidential because a recent amendment to the Ohio Revised Code changed public‑records treatment for individualized economic‑development assistance submissions. The city noted a subsequent corrective amendment will narrow confidentiality for some items beginning in September, but staff proceeded cautiously during the meeting and limited public discussion of any individualized compensation details.
Council adopted Resolution R22‑20‑26 authorizing the CRA agreement framework and related authorizations for LPC Commercial Investments LLC, with unanimous recorded approval. Staff said final CRA terms and any confidentiality appendices will be completed administratively under the authority given by council.
What happens next: staff will finalize the CRA agreement and confidential appendices where permitted, complete required traffic analysis and proceed with the permitting and site‑plan review process that will govern the project’s detailed environmental and infrastructure conditions.
