Council approves alcohol licenses, board appointments, sewer bonds and several traffic/parking ordinances
Summary
The council unanimously approved several alcohol licenses, appointments and two sewerage bond resolutions; it also adopted multiple traffic and parking ordinances (including a bus loading zone plan near Waters Elementary that passed 5–1).
At its July 8 meeting the Fond du Lac City Council approved a set of routine and action items, including special-event alcohol sales, restaurant alcohol licenses, board appointments, bond authorizations tied to a wastewater biogas project, and multiple traffic and parking code changes recommended by the advisory parking and traffic board.
Clerk Hefter told the council Intandem Theater is approved to sell fermented malt beverages at Buttermilk Creek Park for a Shakespeare in the Park festival (Aug. 27–29); the city recommended approval with the condition that no carry-ins be allowed. The council also approved Class B fermented malt and Class C wine licenses for Martinez (OEOD Mexican Kitchen), Sushi Tail (Gao Family LLC), and a Class B license for Vendi Cards LLC — background checks were completed and the alcohol license committee recommended approval for each.
The council adopted resolution 9247 appointing Grama Barbee to the Fond du Lac Public Library Board and resolution 9248 reappointing members to the Plan Commission, Historic Preservation Commission and the Library Board; both were approved without debate.
Two resolutions (9249 and 9250) authorize the issuance and sale of sewerage system revenue bonds to support a wastewater biogas project, including a $3,265,000 series 2026A authorization for design and related costs and a $12,135,000 series 2026B authorization for construction costs; director Tricia Davey said most of the project will be funded through DNR clean water loans and staff were authorized to sign the paperwork.
City Engineer Johnson presented multiple code amendments recommended by engineering and the advisory parking and traffic board: no-left-turn restrictions at two locations (including a time-window restriction near Rosenell Elementary), limited-time parking on East 13th Street during school hours (07:30–16:30), conversion of a zone in front of STEM into a bus loading zone, and a multipart change near Waters Elementary that moves bus loading to East 13th Street and adds limited-time parking on the south side of East 13th. That Waters Elementary ordinance included an amendment raised by a resident and passed with five in favor and one opposed.
President Bridal opened the public comment period; resident Laura DeGaulier invited attendees to the first annual Parade of Prairies on July 11 and described the Greenway Arboretum and route highlights.
Votes on the listed licenses, appointments, bond authorizations and ordinances were recorded during the meeting; routine items passed unanimously except the Waters Elementary parking/bus loading ordinance, which passed 5–1.
