Cole County Commission approves bridge and pavement contracts, ratifies emergency tractor purchase

A public works presenter recommended awarding the Sturbridge Drive bridge replacement to E and C Bridge LLC at a bid of $474,788, below the engineer's estimate of $494,027.50. The presenter said the project is funded largely through a federal bridge-replacement grant administered by the Federal Highway Administration, with the county covering the remaining local share and the grant paying about 84.92% of the cost. Commissioner (S6) moved to sign the construction contract for federal project BRO-RO26001; the motion was seconded and approved by voice vote.
Public works also recommended a cooperative procurement (a piggyback off the city of Moberly) for the 2026 pavement-preservation seal program with Corrective Asphalt Materials LLC at $117,903.80. Commissioner (S6) moved to sign that contract; the motion was seconded and approved by voice vote.
The commission approved final change order No. 1 for the Rainbow Drive sidewalk improvements, an increase in construction of $4,308.01 tied primarily to thicker paved approaches. The presenter said the sidewalk has seen steady use and positive feedback from residents.
Separately, the commission ratified an emergency purchase and prior email approval for a replacement boom-mower tractor. Staff (S5) said the tractor's engine compartment burned on May 28, the county recovered salvageable components and solicited a replacement quote from Crown Power Equipment for $151,580. Commissioners moved to ratify the emergency purchase and approved the motion by voice vote; one commissioner asked staff to share the insurance investigator's findings when available.
"The project involves replacing the Sturbridge Drive bridge over the branch of the Grays Creek," the presenter said. "Funding for this project is made possible by the offices and bridge replacement grant through FHWA...the county is providing [the remaining local share] and the grant is 84.92%."
