- Grant authorization: The council authorized staff to submit a Building Resilient Infrastructure and Communities (BRIC) grant application for the Center Reservoir tank replacement project and to accept the grant if awarded. - Contracts: The council authorized the city manager to execute a construction services contract with Elite Excavation LLC for the Veterans Park sewer main realignment project in the amount of $78,055 with an additional contingency allowance of $15,611 if needed. The council also tentatively approved a construction services contract with Diversified Contractors Inc. for tenant improvements at the new city hall (300 Klamath Avenue) not to exceed $519,971, with a $51,000 contingency; final approval of the City Hall contract is contingent on a budget amendment scheduled for a future meeting.
- Insurance and volunteers: The council authorized insurance coverage for fiscal years 2026–27 as proposed by Great Basin Insurance; Finance Director Jessica Lindsey reported total premiums of $829,271.59 (a 9% overall increase and a 21% rise in public entity liability). The council also approved a resolution extending workers' compensation coverage to certain public safety volunteers (reserve officers and policing volunteers) from July 1, 2026 through June 30, 2027; the resolution was approved and a roll call vote was conducted.
Most motions passed by voice vote; items introduced for first reading will return for subsequent consideration. Where staff indicated contingencies or procedural conditions, the council directed follow‑up (for example, budget amendment for City Hall work and drafting final ordinance language for the e‑bike measure).
