Developer requests 18‑month extension after owner’s death; county staff say security will be swapped for a mortgage

Representatives for Manna Beverages told Montgomery County commissioners they need additional time to complete a multi‑phase project after the death of company founder Junior Bridgeman.
Staff introduced a proposed first amendment to the project agreement with Manna Beverages (formerly Manna Beverages and Ventures LLC) that would extend project timelines. Counsel Denzelo Canada (S11) told the commission Bridgeman had a personal guarantee on outstanding project obligations and the company plans to swap that guarantee for a mortgage in the Industrial Development Board’s name to maintain security for the county and lenders.
“We just need more time to figure out the rest of the project,” counsel said, noting permitting delays and the effect of Bridgeman’s passing on the company’s administration (S11). County staff described having stepped back from certain abatements to allow the estate more time; they said the building is constructed and some tenants (Bridal) are leasing space while further packaging operations have been delayed.
Commissioners and staff asked questions about the estate, security, and next steps. No formal vote was recorded during the information session; staff said they were working with counsel and the development team on proposed adjustments.
The commission will consider the amendment at a subsequent meeting if additional documentation or recommendations are provided by staff.
