Freeport council adopts procedure changes and fills senior commission seats; approves park lease

Agenda procedures and appointment process: After extended council debate over whether workshop items should require two council members to request placement, the council approved ordinance 2026-2769 (amending ordinance 2025-2756) by a 3–2 vote. The ordinance revises submission deadlines, clarifies administrative procedures for agenda preparation and adjusts reconsideration provisions for previously defeated items. Council also approved resolution 2026-3055, standardizing nomination and appointment procedures for council-appointed boards and removing the requirement that applicants be present to be considered; that resolution passed 3–2 after members debated tradeoffs between accessibility and the benefits of face-to-face vetting.
Lease for Antonelli’s Root Beer Stand: Council approved a one-year lease for operation of Antonelli’s (Nellie’s) at 400 N Brazosport Blvd. The lease sets monthly rent at $250 and a refundable $500 security deposit; applicants said they plan to operate snow cone and shaved-ice sales initially and aim to restore root-beer-float offerings. The motion passed unanimously.
What this means: The procedural changes alter how individual councilmembers can seek agenda placement for workshops and remove a barrier for board applicants who cannot appear in person. Close 3–2 votes indicate the changes had meaningful opposition. The council scheduled further budget workshops and will implement the approved appointment and lease actions in coming weeks.
