Rolla planning commission recommends City Council re-adopt Chapter 42 zoning updates

On Dec. 9 the Rolla Planning and Zoning Commission voted 5-0 to recommend that the City Council re-adopt and revise Chapter 42 (Planning and Zoning) of the City of Rolla ordinances to align with state statutes and update rules on parks fees, application deadlines, grammar edits and storage containers. The public hearing had no speakers.
The Rolla Planning and Zoning Commission on Dec. 9 unanimously recommended that the City Council re-adopt and revise Chapter 42 (Planning and Zoning) of the City of Rolla ordinances to conform with state statutes and update a range of zoning rules.
City Planner Tom Coots presented the staff report and summarized proposed changes, including updates related to parks fees, a provision on whether the Community Development Director may approve applications after a deadline, several grammatical corrections, and wording that affects rules for storage containers. Chairperson Russell Schmidt opened the public hearing at 5:32 p.m.; the commission invited public comment at 5:59 p.m., received none, and closed the hearing at 6:00 p.m.
Commissioner Monte Shields moved to recommend approval; Commissioner Lister Florence seconded. A roll call vote recorded ayes from Nathan Chirban, Lister Florence, Monty Jordan, Janece Martin and Monte Shields; there were no nays. Commissioners Kevin Crider and Steve Davis were absent, and Don Morris was recorded as having left at 5:50 p.m. The motion passed and the commission’s recommendation will be transmitted to the Rolla City Council for final action.
There was no other new or old business, no citizen comments, and the meeting adjourned at 6:02 p.m. Minutes were prepared by Cindy Brown. The commission listed its next meeting for Jan. 13, 2026.
