Supervisors approve DHCD sewer funding, VDOT Smart Scale applications and grant negotiations

The Russell County Board of Supervisors approved several infrastructure and grant-related actions at its July 2026 meeting, including a DHCD sewer appropriation, two VDOT Smart Scale project resolutions and permission to negotiate grant-management services for a regional tourism center.
On the Dank Regional Sewer project, staff said the DHCD appropriation totaled $3,492,000 and moved the project forward in the county budget; the board approved the appropriation by voice vote.
The board also approved resolutions to pursue two VDOT Smart Scale applications: an $11,481,457 application for the US 19 alternate 58 (Hansonville area) and a $14,417,381 application for a US 19/US 80 safety project. Staff described Smart Scale as a competitive VDOT program and said timelines for completion run on multi-year schedules; construction phases for approved projects typically come after right-of-way and engineering in roughly two years or more.
Separately, staff reported two proposals to manage the 3 Rivers Destination Center grant work funded by the Virginia Tobacco Commission and said $260,000 was available for grant management services. The county asked for permission to enter negotiations with Friends of Southwest Virginia pending DHCD approval and the board approved proceeding.
Next steps: staff will finalize agreements, publish application materials for VDOT, and return with more detailed schedules and contract documents in future meetings.
