Board approves 2026 facilities master plan and Jonathan Hager addition ed specs

The Washington County Board of Education approved its 2026 Educational Facilities Master Plan (EFMP) and the education specifications for an addition to Jonathan Hager Elementary School at the June 16 meeting.
Facilities staff said the 10‑year plan identifies five major projects — including Downsville Pike Elementary, an addition to Jonathan Hager, and a replacement for Clear Spring High School — and that FY2028 capital requests will seek funding for multiple projects and major maintenance items. The EFMP must be approved and submitted to the Maryland State Department of Education by July 1, and staff said they will proceed with schematic design and MSDE review once approved.
Aaron House, principal architect with the project design team, described the Jonathan Hager concept as an expansion from a three‑section school to a five‑section school with clustering of grade levels, repurposing of some existing rooms and attention to student drop‑off, relocatable classrooms and site safety during construction. The board moved to approve the ed specs and the master plan and voted unanimously.
Staff said the next steps are MSDE review, schematic design, cost refinement and eventual bidding and construction, with attention to maintaining student safety while work takes place at occupied schools.
