County staff to set public hearing on proposed moratorium for detention facilities

County staff told commissioners on June 16 that the recommended procedural sequence for a moratorium on new detention facilities is to first establish the moratorium and then set a public hearing within 60 days, in accordance with state law.
Staff explained the board may establish the moratorium at its meeting and then schedule the hearing. "You may move forward with establishing the moratorium and then follow-up by setting the public hearing as long as it's within 60 days," staff said during the agenda review. Because of room availability the hearing date currently noted on the draft agenda will be adjusted from Aug. 4 to Aug. 5.
A commissioner asked that the item be placed on department items to increase public visibility; staff agreed to include a mention in remarks to make the upcoming hearing more visible to the public.
Next steps: staff recommended the board establish the moratorium at the afternoon meeting and then set the public hearing for a date within 60 days (staff indicated Aug. 5 will be used to accommodate room scheduling). Additional public notice and inclusion in department remarks was requested by the board.
