Commissioner raises concerns over pooled strategic‑plan fund settlement and administrator spending authority

A Flagler County commissioner on June 16 urged the board to reconsider administrator spending and budget‑transfer authority after staff disclosed a February settlement paid from a pooled strategic‑plan account.

The commissioner said a check of roughly $75,000 had been written from pooled strategic plan funds earlier in the year to settle an impact‑fee case the board had earlier discussed and not approved for settlement. The commissioner said the settlement should have returned to the board for review and questioned whether the county attorney had signed the backing documents.

Commissioners and staff discussed the current thresholds for administrative spending and budget transfers: transfers over $100,000 require board approval while intra‑department transfers under that amount can be handled administratively. Several commissioners suggested lowering administrative authority back toward prior thresholds (proposals mentioned included $25,000 or $50,000), and staff said they will bring procurement and budget transfer policy language back to the board in August for reconsideration.

Finance staff clarified that procurement and budget transfer authorities are distinct: budget transfers above $100,000 or from reserves still require board approval, while certain intra‑department actions are delegated. The board directed staff to prepare revised policy language and to provide backup documentation for the settlement and other expenditures drawn from pooled funds.

No binding policy change occurred at the workshop; staff agreed to return with the requested documentation and proposed changes.
