Township clerk reports on cell‑tower RFP, NJDEP approval for Hunts Road wall and other operations

During the June 2 meeting Township Clerk Mark Zschack provided a package of operational updates. He said the township is finalizing an RFP for construction of a cell tower at the former Trinca Airport site and is determining a minimum bid amount; no minimum bid was announced.
Zschack reported that on May 27 the township received NJDEP approval under the Freshwater Wetlands General Permit to install a retaining wall along Hunts Road; an RFP for that project is being prepared with a proposed opening date of July 15, 2025.
He described an incident in the natural gas expansion work zone where a catch‑basin collapsed and a water valve leaked; township staff performed a site visit and concluded the work performed did not cause the collapse and recommended the contractor contact Aqua New Jersey about the water leak. The Public Works Department will repair the catch basin once installation moves away from the area.
Zschack announced the township received $16,134.34 in 2025 Clean Communities Grant funds — about a 22% increase compared with 2021 — and said staff will plan repairs after assessing the County Connector Trail kiosk, which was destroyed by a fallen tree. He also said Harold Pellow & Associates will prepare a traffic plan for a coin‑toss event at no cost and that the Risk Manager advised using an engineer because following the Manual on Uniform Traffic Control Devices (MUTCD) gives the engineer design immunity and reduces liability exposure.
